KAFD, SPAC Sign MoU to Advance the Civil Service

The Civil Service and Public Administration Commission (SPAC) and the King Abdullah II Fund for Development (KAFD) signed, on Tuesday, July 22, a Memorandum of Understanding aimed at advancing the civil service system.

The memorandum is part of a joint effort to enhance the efficiency of government performance and align it with the priorities of the Public Sector Modernization Roadmap.

This cooperation falls within the framework of the KAFD’s ongoing Civil Service Development Project, which targets public sector employees, reaffirming the Commission’s commitment to improving the efficiency and resilience of the public sector through modern policymaking, advanced organizational structures, and innovative tools.

SPAC President Eng. Fayez Al-Nahar stated that the memorandum includes several areas of cooperation, most notably the provision of competency assessment services through a specialized center equipped to international standards, the implementation of specialized qualitative testing, support for candidate selection and qualification processes, as well as the organization of awareness workshops across various sectors to promote understanding of the civil service system and its regulatory framework.

Al-Nahar emphasized that cooperation with KAFD renowned for its extensive experience in implementing development and training programs is expected to bring about a qualitative shift in evaluation processes and talent development within the public sector.

For his part, KAFD Director General Abdul Fattah Al-Kayed affirmed that the collaboration aligns with the KAFD’s role in supporting national efforts to reform and develop the public sector. He noted that through its programs, KAFD seeks to translate the Royal Vision—particularly in the area of human capital investment- into action through specialized initiatives in leadership, technology, policy, economics, and other fields.

Al-Kayed also noted that the KAFD’s Civil Service Development Project has been implemented in collaboration with the UK-based Inspirational Development Group since 2010, with the objective of enhancing leadership skills among public sector employees and equipping them with the expertise needed to ensure the sustainability and success of their institutions. The project has so far benefited 342 employees, 147 of whom have assumed leadership positions in their respective agencies.
